Troy Clifford was appointed to the Public Service Pension Board of Trustees in February 2017 by the BC General Employees’ Union (BCGEU). His nomination came from the unions that collectively bargain on behalf of plan members (except BCGEU). He currently serves as Chair of the Board’s Communications Committee and contributes to several inter-plan initiatives focused on governance, trustee education, and stakeholder engagement.

Troy is the past provincial president of the Ambulance Paramedics of BC (APBC). He recently retired after more than 37 years of service with BC Emergency Health Services, where he held a variety of roles including dispatcher, paramedic, supervisor, emergency coordinator, instructor, workers’ advocate, and paramedic chief.

He brings extensive experience in labour relations, leadership, communications, negotiations, arbitrations, mediations, and pension and benefit governance. Troy has more than 25 years of experience as a pension trustee, chair, and vice-chair with the APBC Supplemental Pension Fund and served for 25 years as a union trustee for APBC and the Canadian Union of Public Employees (CUPE) Local 873. He previously served as a national servicing representative for CUPE and as a trustee with the Health Sciences Professionals Bargaining Association Joint Health Sciences Benefit Trust.

Troy holds the Master of Trust Management Standards (MTMS) designation from the International Foundation of Employee Benefit Plans and an intermediate certification in pension investment and governance from the Shareholder Association for Research and Education (SHARE). He has also completed executive education in public relations strategy through Cornell University and remains active in pension governance initiatives, including the BC Financial Services Authority Pensions Roundtable and the IFEBP Canadian Legal, Legislative and Public Sector Committee.
