Meet the Public Service Pension Board of Trustees

Troy Clifford was appointed to the Public Service Pension Board of Trustees in February 2017 by the BC Government and Service Employees’ Union (BCGEU). His nomination came from the unions that collectively bargain on behalf of plan members (except BCGEU).
He has worked for more than 30 years with BC Ambulance Service as a dispatcher, paramedic, supervisor, emergency coordinator and workers’ advocate, and is currently paramedic chief. Troy has years of experience in labour relations, contract negotiations, arbitrations and mediations, as well as in union trusteeship and pension and benefit trusteeship.
He has 14 years of experience as a pension trustee and vice-chair with the Ambulance Paramedics of BC (APBC) Supplemental Pension Fund. He also serves as a union trustee for APBC, Canadian Union of Public Employees (CUPE) Local 873, and he is a temporary national servicing representative for CUPE. Troy is a trustee with the Health Sciences Professionals Bargaining Association Joint Health Sciences Benefit Trust.
As part of his pension and governance education, he completed the Advanced Trust Management Standards program through International Foundation of Employee Benefit Plans, and obtained an intermediate certification in pension investment and governance from the Shareholder Association for Research and Education.
